History

In England, the form of government was feudalism at the time. Feudalism is a hierarchy of social classes. The king was at the top and below him was the lords, then commoners, peasants, and slaves were at the bottom. The king would give a piece of land to the lords, which they had to manage. Lords would decide the quantity and the location of the windmills, since they owned the structures and the land. The only thing that had to be considered is that the windmill had to be within a reasonable proximity of the people and town. The millers job, though, was to maintain the windmill, mill the grain, take off the sails during storms, and sometimes live there. Since the Lord had control over his piece of land, he would have all the commoner's take their grain to the windmill and pay to have it milled. This was the overall purpose and use of the postmill.
